Qiara Suggs is an award-winning executive, enterprise strategist, and transformational leader who serves as Chief Human Capital Officer at TDECU, the largest credit union in Greater Houston. With more than $5 billion in assets and over 382,000 members, TDECU is a purpose-driven financial cooperative committed to enriching lives and strengthening communities.

As CHCO, Suggs leads a broad enterprise portfolio spanning Office of the President, Enterprise Strategy, Enterprise Project Management, Change Management, People Services, Organizational Development and Learning, Corporate Real Estate, and Security. Her scope reflects a leadership model that extends well beyond traditional HR—positioning people, culture, operations, and execution as critical drivers of enterprise performance. 

Suggs is known for building the infrastructure organizations need to scale successfully—, aligning talent, culture, strategy, and operating discipline to drive meaningful business outcomes. She has led high-impact transformation across organizational design, leadership capability, employee engagement, cultural integration, and operational effectiveness during a period of significant growth, digital transformation, and merger activity.

Under her leadership, TDECU has twice been recognized as a Gallup Exceptional Workplace Award winner—in 2024 and again in 2026—a distinction that reflects sustained excellence in employee engagement and workplace culture. During her tenure, the organization has also earned recognition among the “Top Workplaces USA” by USA Today, and her leadership contributed to TDECU receiving the 2022 Diversity in Business Award, reinforcing her commitment to building inclusive, high-performing workplaces where people and performance thrive together.

Beyond TDECU, Suggs is an influential civic and business leader across the greater Houston region. She served as 2025 chair of the Executive Women’s Partnership at the Greater Houston Partnership and currently serves as chair of its mentorship program. She is also a past chair of the Fort Bend Regional Partnership board of directors, where she helped advance initiatives supporting economic growth, business leadership, and regional impact. In addition, she serves on the advisory board for the University of Houston at Sugar Land and is actively engaged with NACD, where she serves on the membership committee.

Suggs has been recognized as one of the Houston Business Journal’s Women Who Mean Business and an HR Impact Executive. She has also been named a Top HR Professional by the National Diversity Council and a Top Inclusive Leader by Inclusion Lab—recognitions that reflect both her executive influence and her deeply human-centered leadership approach.
